Better Sengoku Jidai

Reworks the logic for the Japanese Sengoku Jidai Situation to remove border gore and release more tags.

This rework uses the following updated logic
-Ashikaga (or the current Shogun) will be reduced to an OLM (One Location Minor) in Kyoto
-All building based countries will get their building based country capital as their location based country capital
-The game will then use the existing building based logic to assign provinces, as long as the provinces would have at least 1 proximity to their capital
-All remaining locations will be released as OLM tags

This mod is compatible with Yositako's "Early Sengoku Jidai" and I'd highly recommend using it as this mod is experimental and may cause issues with smaller OLM tags
