This mod rearranges the mod situation in Windhelm, which has never made a helluva lot of sense to me. Why would Elda, who clearly dislikes Dunmer, hire one to entertain her mostly Nord clientele? Why would Luaffyn want to spend her days and nights singing the praises of Ulfric Stormcloak?

Better Bards Windhelm moves Luaffyn to Ambarys Rendar's employ at the New Gnisis Cornerclub. She's strictly an instrumental bard now, as I doubt most Dunmer would want to hear about the Dragonborn or Nord wars anyway. Taking her place at Candlehearth Hall is a new bard, Kjoric Hearth-Song, a proper Nord (who will continue to sing about all things Skyrim and inform you about the Bard's College in Solitude).

This mod will also feature Luaffyn in a Dunmer outfit, and add two tracks from the Solstheim/Morrowind soundtrack to the background of the New Gnisis Cornerclub, which will play in rotation with the usual tavern music (Dragonborn is required for these features to work - if you'd like to download a base game version, please visit here: http://cg-universe.com/2014/12/03/skyrim-mod-better-bards-windhelm/).
