Added a simple repeatable tech to reduce population size: Administrative Streamlining
Prerequisite tech: Galactic Bureaucracy
Up to 5 levels, -10% pop size each time
Allows the player to reach -100% population size without having to have Fanatic Pacifist and Beacon of Freedom
