Description
Mod Name: Unrestricted Total War (Human Only)

Removes the requirement to own a Colossus in order to declare Total War. Empires can now declare Total War from the very beginning of the game.

This version is limited to human players only. To allow AI empires to use this war goal fairly, please subscribe to here.
