Rebalanced Dutch Revolt

Re-balance of the Dutch revolt Disaster and independence event. The idea was to alter the disaster so that moving the capital to the Low lands is less necessary.

Disaster :
- Re-balanced progress points for stability/culture
- Added progress if country Austria, Aragon, Spain or Castile
- Minus progress if capital is in France, Britain, North Germany or the Low lands
- Minus progress for positive stability

Event:
- Re-balanced independence event to prevent the Netherlands being released as soon as the rebels spawn

Planning to add :
Adding progress if country capital is outside of western Europe
Adding progress if capital does not share a land connection with the low lands
Adding progress if trade capital is in the English Channel (Excluding if the capital is in the British Isles)
