为什么做这个mod，他能实现什么效果？

----我在游玩的时候，发现pop会从我的一个工业省移民出去，而且移民量非常大，导致我的工业省即便开了青草运动，人口依然在下降，工厂没有人上班，原本在职的工人全都跑光了。这根本不合理，因为工人去了另一个工业省却只能成为自给农。现在，使用这个mod，会让在职的工人基本不会移民走了。（前提是他们的工资要高于自给农工资，这应该很容易吧？）

Why create this mod and what effects can it achieve?

----When I was playing, I found that pop would immigrate from one of my industrial provinces, and the immigration volume was very large, which caused the population in my industrial province to continue to decline even though the Green Grass Movement was launched. There were no people working in the factories, and all the workers who were originally employed had fled. This is simply unreasonable because workers who go to another industrial province can only become self-sufficient farmers. Now, using this mod will prevent working workers from immigrating. (Assuming their wages are higher than those of self-sufficient farmers, should this be easy?)
