Description
General
This patch is part of my ongoing effort to fine tune systems in stellaris to make them more meaningful or to offer a better experience. I have made mutliple patches like these and they are all very modular in nature and can be freely combined with each other and other mods. Intention
The warscore system is by default putting too little emphasis on what really matters in stellars, planets and pops. This patch seeks to remedy this. In simple terms this means that to win a war, you mainly need to occupy the opposing planets, especially those with a lot of pops. Empy space is no longer that important to conquer for warscore.

Changes
Occupation Value per System: 5 -> 2
Occupation Value per Pop: 0.001 -> 0.01
Occupation Value per Starbase(upgraded ones): 10 -> 5

Planets remain at the default value of 10.

How does Occupation Value work?
The game calculates a score for everything the war combatants owns. The values modded here are modified with the amounts everybody owns. Than it calculates how many of those points are currently conquered (percentage wise), and that than is the warscore for occupation. Simple example:
Occupation Value from your 1 planet with Pops: 40
Occupation Value from your 5 systems: 10
If the opponent now conquers your 1 system with the planet but not the other 4 systems, he has an occupation score of 42/50=0,84 -> 84.

Compatibility
This mod only modifies the defines, so any mod that does not touch the warscore is compatible.
