Seems to be a mod to edit a lot of cvars to optimize the game. Using the gamemodes file you can actually use this in modes like versus (besides the cheat cvars they'll just turn off) as long as you open a private server (using the console and typing map) before you load up any lobby. The issue is when adding this many cvars to the gamemodes file the game becomes unstable and will often crash.
