In-game Customization:

Please note: You have to install X3NAmbience Base in order for this to work, a message will popup if you don't, asking you to install it.

Use setavolume "amount" in console to set how loud/quiet you want it to be. Default is 0.3, but you can set it from 0 (0%) to 1 (100%).
Personally, I use 0.5
