Description
This mod adds a new Fallen Empire: Utopia.(If there exisit Fallen Empire, there is a 33% chance of it occurring）

He is an empire of extreme egalitarianism, very friendly to players（Except for the Terminator, the Extinguisher）, and has some new events. Due to the lack of extensive testing, there may be some bugs, please provide timely feedback.
The mod concept proposes: Empire Core (second author), please contact him for design issues.

Hello author, the term used in game in English, is "genocidal empire," which may explain the difficulties of some users to understand. Additionally, you made a small mistake in conjugating in the mod description which implied that the empire itself is dead, not holding an obsession with killing other empires.
