AMD Radeon 4:3 stretched lag/stuttering fix
By guster and 1 collaborators
Users of AMD radeon graphics cards can face problems when scaling other resolutions other that native. Even with high indicated FPS the game can feel laggy.

The problem
The problem I encountered when switching to AMD radeon gpu from Nvidia was that my 4:3 stretched resolution was lagging/ stuttering. I had uninstalled Nvidia drivers with DDU, and fresh install on the latest Adrenalin drivers from AMD.

When running native (for me 1440p) the game was perfect with almost 900fps.

The problem was that when scaling up lower resolutions like 1600x1200 to full screen 2560x1440, the game became laggy. The FPS was indicating 400+ but still the game was stuttering when swiping and running around. This did not happen on higher resolutions.

This happened on all scaling options (16:9, 16:10 and 4:3) when using a lower resolution.
No matter if this was GPU or Screen scaling the problem persisted.

I did not have to disable any features or settings from the Adrenalin sofware. There was no need to "fix Adrenalin settings" as you can see from other guides.

The fix
The fix for me was really simple. Disable full screen optimisations when right clicking on the cs2.exe

The cs2.exe can be found in your steamapps common folder.
From there the path is:

\Counter-Strike Global Offensive\game\bin\win64\cs2.exe
