Purpose:
To uphold the democracy and freedom of Super Earth and ensure the combat efficiency and resource utilization of the Helldivers forces, this regulation is hereby established. All operatives must strictly adhere to equipment management protocols. Any loss or damage of weapons will be considered a betrayal of Super Earth and will be subject to corresponding penalties.

Lost Weapons: Refers to the inability to recover weapons due to negligence, error, or violation of operational protocols during a mission.
Damaged Weapons: Refers to the inability to use weapons normally due to improper use, intentional destruction, sexual, or failure to maintain them according to regulations.
Scope of Application: This regulation applies to all members of the Helldivers forces, including recruits, veterans, and commanders.

Based on the severity of the loss or damage of weapons, the Super Earth Government will impose the following penalties:

Definition: Loss or damage of low-value weapons (e.g., basic rifles, pistols, etc.) without significant impact on the mission.

Penalties:
A written warning, recorded in the operative's personal file.
Deduction of 20% of the monthly allowance as equipment compensation.
Mandatory attendance at a 2-hour "Equipment Management and Responsibility Awareness" training course.

Definition: Loss or damage of medium-to-high-value weapons (e.g., plasma weapons, orbital strike equipment, etc.) or reduction in mission efficiency.

Penalties:
Demotion (e.g., from senior Helldiver to junior Helldiver).
Deduction of 50% of the monthly allowance as equipment compensation.
Mandatory attendance at a 5-hour "Advanced Tactics and Equipment Maintenance" training course.
Mission rating reduced by one level, affecting promotion opportunities.

Definition: Loss or damage of strategic-level weapons (e.g., nuclear launchers, heavy mechs, etc.) or mission failure.

Penalties:
Suspension for investigation, with all mission qualifications revoked.
Deduction of three months' allowance and full compensation for the weapon's value.
Mandatory attendance at a 10-hour "Re-education and Psychological Evaluation" course.
Public reprimand, recorded in the military court archives.

Definition: Operatives intentionally damaging weapons or deserting with weapons.

Penalties:
Immediate discharge from military service, with all honors and allowances revoked.
Trial by military court, with a maximum penalty of life imprisonment.
Public broadcast condemnation as a warning to others.

Operatives may submit an appeal to the Super Earth Military Committee within 7 days of the penalty decision, providing evidence to prove that the action was not negligent or was caused by force majeure.
Operatives may request reduced penalties or restoration of honors by completing additional missions, demonstrating excellent performance, or participating in community service.

Perfect Equipment Maintenance Award: Operatives who complete 10 consecutive missions without losing or damaging any equipment will receive additional allowances and honor points.

Efficient Resource Utilization Award: Operatives who use equipment effectively and achieve outstanding mission results will receive priority for promotion.

This regulation takes effect immediately upon issuance, and all operatives must strictly comply.
The Super Earth Government reserves the final right to interpret and amend this regulation.
