That's actually a customizeable feature, depending on what kind of game you want you can change the ruling on that at will, it was intentionally left open ended to create an inspirational gameplay alternative if the normal way of play has been exhausted beyond the point of fun. We actually had direct consult with Shrek on making this specific tile, so it's pretty damn important. I'm happy you noticed.
