I truly hope someone else finds this app useful, I basically created it before I even come across your spreadsheet, and wasn't easy searching and getting Ids, and been slowly improving it since then.

Guard Commander Hans Plumel would only practice fight with me, until I took off my plate armor, which is... odd. After that, I had dialogue options and could eventually learn his moves.The only combo exclusive to him is a polearm combo - the other two could still be learned elsewhere.
This site [raiderking.com] helped me figure out the console commands for the combos I needed.
Adding the codes (in English) that I missed from that quest choice + Plumel's exclusive polearm combo.

Do you know if there are console commands for learning weapon combos?
i have a bug where Guard Commander Hans Plumel isn't willing to teach me any new weapon techniques/combos. I read there is a bug where this may happen if you practice fight with him, but I just met him.
also sided with a certain swordsman during a certain quest, and learned his combo - so I was not able to learn the other combo if had I chosen differently, which bothers me. i'm kind of a combo junkie. i am sure there are mods but would be much easier this way.
