The cost of upgrading cities increases.

-Mod Purpose
You have to take the metropolis, NOT build it.
That's why the heroes fought each other at that time.
If you have money, invest it in your army to take over other cities.


No other mods required.


Combining with other 'salary and upkeep cost change' mods is recommended.
