well that usually happens when in first person arms model , "ValveBiped.Bip01_R_Clavicle" and "ValveBiped.Bip01_L_Clavicle" bones have weights on the upper part of the arms so it should be cleaned up (or just paint them with 0 weight paint value) to stop the arms from stretching up
its just i encountered these issues and i know how annoying they can be, hope it helps some people here lmao
