Fix Alyx missing voices in episode 1

Description

After multiple games of episode 1 I noted that some alyx speeches had no sound at all. You could see the subtitles but could not hear any sound. It was very annoying and it's mainly noticeable in the chapter "lowlife" (see pictures as examples).
I don't think I am the only one annoyed by this bug which has lasted too long. This mod that I have made resolves the problem at last. It just modifies some lines in alyx npc related scripts.

Alyx sometimes breaks, couldn't even get a roller mine hacked at the start of the chapter, she wouldn't pick up a shotgun in the hospital,

another fix is to delete sound manifest in custom folder
