The Easy Way!
The easy way? Yes! Really! The EASY way!

With the easy way, all you gotta do is arrest two suspects, and then bring them over to the helipad, and stand as far away as possible. I stood at the top of the stairs, and so have many others that say this method works.

The position in which you should be firing from!

What it looks like downrange!

I HIGHLY recommend you insert from the helipad. Just make sure you move your team somewhere away from the area you'll be firing from, as once you kill an arrested suspect, you are considered an active threat and your team will kill you on sight.

That's the easy way!
The Challenging Way!

Let's be honest, you'll be pulling your chest hair out if you do it this way. But hey, I'm not one to judge! I did it this way myself but got pretty damn lucky!

So, with this method, you're not Geneva Conventioning two apprehended suspects. It's fun though, hard to resist, I get it.

What you're doing instead is utilizing the helicopter camera, and using long sight lines to make these shots. Did you know that the helicopter camera was a thing? Well now you do!

I personally utilized the helicopter HEAVILY, as it only scans the top deck where you will be. It will circle the entire top deck infinitely, if a suspect is in sight however, it will stay in the position it is hovering over until it loses line of sight. So make use of it! It's super helpful!

Now for lines of sight, once you insert onto the helipad, you actually can post up on your immediate left and get a good line of sight on the drill deck as seen here

If to no avail, you can also move to the northern end of the top deck where I got a really lucky line of sight on my first suspect as seen here

Moving forward from there, you can also post up on the nearby corner and peek long down towards the entry to the workers quarters. As seen here. You need patience for this area, and for this whole challenge honestly.

Don't forget to utilize your helicopter camera! And be patient! Achievements like these rarely are done in a timely manner.
Closing Remarks
If you're more of a visual/audible learner, then feel free to use this video!

Other than that, good luck out there officers!
