A Guide to the Chaos Insurgency

Everybody knows about the Foundation, but do you know about the Insurgency? This will help you understand them in-game and in the story.

So who are the Chaos Insurgency, anyway?

Should intermittent vengeance arm again his red right hand to plague us?

Hereafter we of Delta Command document the Steps of the Plan as transcribed by the Engineer of the Chaos Insurgency.

In short, the Chaos Insurgency is a rogue splinter cell of the SCP Foundation, originally created by the Foundation as a black ops division. They've declared global war on the Foundation.

In long, the Chaos Insurgency was originally created by the overseers (O5) of the SCP Foundation to commit false flag operations. The SCP Foundation has strict rules about ethics, containment, and diplomacy. The O5 Council decided that this was too inefficient, and set up the Chaos Insurgency to do what they wanted while avoiding the blame. The highest mobile task force in the Foundation was chosen to go undercover as the terrorists: MTF Alpha-1, the Red Right Hand. Officially, the CI were enemies of the Foundation, and the CI staged raids on SCP sites to keep their cover. They had the highest trust and the lowest oversight.

...Unfortunately, the CI were allowed to use anomalous items as regular equipment. They used them for stealth, for transport, and for research. They got infected with more cognitohazards than a sailor has venereal diseases. In 1948 the Foundation tried to purge the Insurgency, but it survived, hit the Foundation hard, and seceded. For the last 60 years they've been building an anomalous and military army.

But what do they actually want?

They're crazy! They want to destroy the concept of normalcy and normalise anomalies.

To be more specific, their leadership, Delta Command, is infected with cognitohazards, and the entire organization is designed so that nobody ever figures it out. Steal SCP items, build an army, and attack the Foundation. Follow your orders and obey Delta Command without hesitation.

SCP: Containment Breach

In SCP: Containment Breach, the Chaos Insurgency sabotage and raid SCP Site-19. While you can find information about the breach in various notes, you only see a glimpse of them at the ending of the game. They recruit the player character, D-class 9341.


The titular containment breach was the Insurgency's doing. A high-level Foundation scientist and Insurgency plant released SCP-106 and SCP-079 after modifying the site's architecture to make a breach uncontainable.


In terms of weapons, they were armed with the same FN P90s that the Foundation used.

SCP: Secret Laboratory

As Secret Laboratory was built out of Containment Breach, so too did the Chaos Insurgency's role grow out of their previous one.

Like in Containment Breach, their initial goal is to help D-class personnel escape to the surface. Their goals are more "lore accurate:" they want to steal SCP items that could be weaponized, and to wound the SCP Foundation.

In the old versions of the game, they had one weapon, the Logicer, a 7.62mm machine gun. They looked identical to MTF, except for the color of their armor and a gas mask. This was very confusing.

Currently, they look like Stalkers fresh out of the Zone. They have three subclasses, each with different weapons:
*Rifleman spawns with a modernized AK-47 assault rifle.
*Maurader spawns with a DP-12 shotgun and a revolver.
*Repressor spawns with an H&K MG5 machine gun, the replacement to the old Logicer.


Chaos spawns last in the round, after MTF. They spawn at gate A, instead of gate B. I'll leave a tactics guide to the professionals.

Real-world information

The Chaos Insurgency was one of the original ten SCP-world organizations in 2008. The Insurgency was created by SCP wiki admin Kain Pathos Crow as a "foil to the Foundation." The Foundation wants to protect normality; the Insurgency wants to destroy normality and the Foundation. The Foundation wants to put anomalies in a box; the Insurgency wants to use anomalies as tools.

The Chaos Insurgency was only really fleshed out in 2014 as part of the Groups of Interest Contest. Before that it was one of many random villain factions. To this day it's one of the least-used factions considering its age.

The motto of the Chaos Insurgency, "should intermitted vengeance arm again his red right hand to plague us" is line 173-174 of book 2 of Paradise Lost by John Milton. It is said by the devil Belial, arguing against hell rising against heaven once again. Pretty neat that it's line 173, no?
