Cabinets are just shortcuts so you can use it with anything.

However if you want to play the game itself, you'll either need to get the Jojo's Bizzare Adventure Heritage Playstation ROM to play on a Playstation Emulator or you can play the fanmade MUGEN all-in-one mod pack that includes a lot of Jojo themed stages and characters.
