UPDATE: It looks like the game isn't loading captions from Workshop mods yet. If Dracula subtitles are important to you, follow these instructions:

Download the caption file here.[drive.google.com]
Visit your Half-Life 2 install folder (easiest way is to go to your Steam library -> Half-Life 2 -> Properties -> Installed Files -> Browse).
Go to hl2/custom (make the custom folder if it doesn't exist).
Extract the breen_flow_captions.7z file you downloaded inside of hl2/custom.
