A map with All Pamphlets locations in the game for quick search.

The map:

Special Miracle Tonic	Chest near a bloodstained tent on a plateau SE of Vetter's Echo
Special Horse Medicine	Chest in the SE corner of Fort Brennand underneath some stairs
Special Health Cure	Chest at the scaffolding of Face in Cliff
Homing Tomahawk	Lockbox in the Flattened Cabin at Moonstone Pond
Volatile Fire Bottle	Lockbox next to the burned wagon at Brush Fire
Volatile Dynamite	Lockbox under a broken wagon at Hani's Bethel
Incendiary Buckshot	Under one of the floorboards of the dilapidated cabin at Copperhead Landing
Special Bitters	Lockbox near destroyed crates scattered on the ground south of Owanjila Dam
Special Horse Stimulant	Lockbox under the desk in the Sheriff building of Limpany
Explosive Slug	Chest outside an Alchemist’s burned house NE of Thumbleweed
Special Snake Oil	Under a floorboard of a shack along the railroad tracks east of Eris Field

If you have an issue finding some of the pamphlets even with provided locations, here's a video to help you.

If you found a pamphlet, but its recipe is still locked in your crafting menu, you simply forgot to open it - you have to do it at least once to study the recipe. Just open your bag, select documents tab, open your pamphlets and quickly scroll through all of them to make sure you can use all the recipes you've gathered.

* You can ask, why use my map instead of the original interactive map? Because there you can only show/hide all 121+30 loot/treasure icons at once and then will have to check them one by one to find the ones with the pamphlets, and I did this work for you with my map, which shows 15 pamphlets' locations only.
