1.13 update

Based on 1.10

11.3 new update:

Rework all general follow family traditions decisions and events
Adjusted values and prerequisites for some decisions
Added additional options to most events, though values may be imbalanced
Introduced three new decisions (requires unlocking legendary)

……不知道为什么，重装了整个游戏后就不再卡了，好神奇，现在确认了确实不是大佬的MOD引起的，我错了。:steamfacepalm:

我在原版状态下单开了一遍，并没有发现点开决议栏或者开着决议栏拖地图时有明显卡顿
其次在代码层面，决议的显示和前置我几乎没有使用遍历指令，少有的几个遍历还都是以root为主域的
检查下是不是其他mod带来的卡顿
