[Fixed]Bring Back Varangian after Restoring Roman Empire

Description
1.13.2 has fixed the following issues.

Changed original decision so that you can re-found varangian and akolouthos after restoring Roman Empire.

If the Byzantine had already unlocked varangian, original requirement will not be needed.

@Spaceracer no as Byzantium if you form Rome you are genuinely weakening yourself in vanilla its makes no sense

THANK YOU i have been waiting way longer than i thought for a mod like this it always made no sense that you have the varagian guard as the Byzantines but lose it when you form Rome.
