Prerequisites
You must be level 10 to upload artwork to Steam
You must have an artwork showcase to showcase artwork
Downloading from steam.design
Open your profile in a browser, right click the background and then click "Copy Video Link". If your profile background is not animated click "Copy Image Link" instead
Go to steam.design[steam.design] and paste the video link into the "Paste a Background URL Here" box. You should see your profiles animated background now.

Hold Control and click "Download ZIP", then select to download as a GIF. You can untick Artwork_Featured.gif and Avatar.gif unless you want those. Steam won't let you upload MP4 files as artwork.
Unzip the folder and you'll see the files you downloaded along with some readme files. You can ignore the readme files. If you want to edit how it's going to look, such as adding text or stickers, you can do it now. Use giphy or something.
Uploading your artwork to steam
Open this link in your browser and select "Artwork_Middle.gif"

Right click, inspect element, open the console.
If you're using firefox type "allow pasting", and then delete it. Do not press enter.
Paste the following into the console then press enter.

$J('#image_width').val(1000).attr('id',''),$J('#image_height').val(1).attr('id','');

You may now close the console.
Give your artwork a name (if you want to leave it blank follow this guide
Certify that you created the artwork and then upload it. If it shows on your profile as a black line then the code you pasted worked.
Simply repeat this step for "Artwork_Right_Top.gif"
Bask in your greatness
Simply select your uploaded works as your artwork showcase and you're done! Make sure you select artwork_middle as the first and artwork_right_top as the second so that it appears in the correct order. Also put your artwork showcase on top of everything else on your profile so that it appears correctly.
When you go to your profile the artwork might appear as a black line, don't worry, just let it load for a little while longer and it'll appear normally.
If you also want your steam theme to be transparent use the dying light 2 special profile theme, it's transparent and you can just change everything but the theme back to how you want it.

Thanks to this guide for the long artwork code https://steamcommunity.com/sharedfiles/filedetails/?id=748624905
