"My" first (and likely only) mod. Adds 4 decisions that give you a permanent modifier that reduces or removes Subject Liberty Desire from development anywhere from 25% to 100%

Code shamelessly stolen from udkudk's "udk Cheat: Enable Client States via Decisions" as I have no modding talent and I wanted a mod that gives this modifier, but doesn't alter any base files, so this should be compatible with any mod and any version. Do note that this is permanent and cannot be removed or changed when enacted. Ai will not use.
