Report a translation problem
The decision is there, but it's not checking the "visited at least three holy sites".
I visited four for the Bori faith, and nothing. Made sure to go into the holdings too in case that was the issue, but that didn't work either.
Am I missing something?

Big Dog: This mod should not affect that, you still need to hold at least 1 holy site to create head of faith.
I quite like the idea of a wandering high priest that local nobles have to house, it seems appropriate for Norse especially given their folklore surrounding gods disguising themselves as wandering strangers etc. I know the game has essentially no flavour for it but I'm wondering if you can still be landless while also being the religious head.
Your ai_will_do is just ai_will_do = 0 when it should be something like this ai_will_do = { base = 0 }. Also your effect block is missing a ending bracket causing more issues with the code below it.
You need to be landless and your faith must be unreformed.
