Things to note

* You need access to the Central loop

*You may need to complete your first water tower and electrical substation via the story

*You may need high immunity or consumables that raise your immunity

*You will get the "Municipal Services" Achievement and the "Boot Licker" Achievement

*Renegades will be a present problem

Old Villedor locations

These are what the Water Tower and Electrical Substation icons look like





This is the first Water tower that is south to the bottom of the Horseshoe district in Old Villedor. This water tower is unlocked from doing the story. As far as Im aware you unlock this no matter what.

















This is the only Villedor substation. This one is not unlocked from story and can (possibly) be activated before the Central loop. This substation is next to the bottom of quarry end near where the 2 districts border.

Central Loop Facilites

This is one of the 2 other electrical substations in the Central Loop. It is south to the very bottom of the Garrison district.


















This is the first substation you unlock during the story. there isn't much to be said about it other then its Northeast to the top of the Downtown district.








This is the most annoying substation in my opinion. The Saint Paul district is Renegade territory which makes it a pain to kill every enemy find the last one. The station cannot be powered until all enemies are cleared out.









This is the 1st Central loop water tower. It is in the top left of the Muddy Grounds district. Its really simple and not anything to note of.











This is the last Water tower in the Central loop. It has Renegades but very few. you could clear them out within a minute if you wanted to. beside that, nothing else is important.
