Global Recruitment

Description
Enables Global Recruitment for the player and AI with 3 Recruitment Slots. If you want a different slot number let me know.

@Casualfield I have a question, is possible to make global recruitment only for faction units?I want to modify the game to improve the use of faction units.

updated to have +1 recruitment time and +100% cost

iirc it's a line in the script but will have to check. I'll make this mod the normal recruitment time which is x2 base and a seprate mod which is the 1 turn.

Gluss88 you should be able to tweak this mod (using RPFM) and make the changes yourself. I haven't looked yet, but they should be on the same line iirc...
