What is Luneshine?
There are a total of 8 effects you can get with Luneshine. The easiest way to obtain them is by the Grinder (while using moonstone grinds), or by moonstone crates. Sorry, they only reliable way to get them is to spend those moonstones. Which now there is an ample supply of them, and an actual use for them. Unlke how Eridium was used in Borderlands 2.
The Actual Bonuses
Here are all the Luneshine effects as listed. A more descriptive list is below, with pictures!

  • Boominator - Affects grenades
  • Fast Learner - Affects experience
  • Harden Up - Adds shield capacity
  • Oxygenator - Adds Oz gain per shot hit
  • Piercing Rounds - Gives bullets a chance to bypass shields
  • Punisher - Increases critical hit damage
  • Safeguard - Restores a portion of shield on kills
  • Serenity - Decreases Oz drain

Please note that all Luneshine bonuses are only in effect while the weapon is being held.

Boominator gives all grenades thrown 5% boost in damage.

Fast Learner gives bonus experience from each kill you make with that weapon. How much is actually given is unknown to me, however I'd guess around 5%. When I get a definite percentage. I will update this guide.

Harden Up grants the user a 3% increase to your maximum shield. This effect only lasts while wielding the weapon. When you swap out, the bonus is lost until you swap back to the weapon.

Oxygenator restores 1 Oz for each damage you do. Doing 47 damage with one shot does not give you 47 Oz. You gain 1 Oz for that 47 damage. However doing 47 damage 20 times a second gives you 20 Oz a second. Very useful for weapons that shoot fast, and have larger magazines.

Piercing Rounds Each bullet fired has a 30% chance to go through the shield and inflict direct damage. Great for almost everything, especially snipars.

Punisher gives a bonus 10% critical damage to each shot fired. If the shot was a critical, you get a bonus. That's about it.

Safeguard restores 3% of you shield on each kill you make with this weapon. Not on damage, but on the kill itself. I'd say this is superior to Harden Up in every regard. At least until updates change things.

Serenity gives at least a -20% Oz consumption rate. So each piece of Oz lasts a bit longer. I have personally seen this go up to 33%.

Since I have seen some variance between some of these effects, these are not 100% perfect. This is only a guide to explain what they are.

Luneshine is not limited to any color above green. Which means you can also have legendaries have these bonuses as well.
Credits
I got the idea to do this after playing around with Rick's (Gibbed) Borderlands The Pre-Sequel Editor. The names I gave each of the effects are what the game calls them.

The screenshots were taken with weapons created with the editor.

It has been some time since I have played this game. I should try each bonus with each type of weapon with each type of rarity. Since I've seen some of them at different values than what I've posted. I just do not know the requirements for them. I also wonder if any of this has been updated in the game.
