Visible Goods Shortage

Description

A version of the Visible Good Shortages fix that i have made, it currently override the original market.

-Working in 1.9

Based upon Visible Good Shortages by Apprehensive-Tank213 and Market Shortages version by xDreamZ

When you click on your armies or navys on the outline it doesn't bring up the proper screen! Thank you.

Mostly works in 1.9, but clicking on it in the outliner doesn't bring up the market screen and it removes the 'treaties' section from the outliner.

I must say, i just tested the version i uploaded to steam and the fake tooltip errors disapeared
