No major faction bonus

This little mod deletes all bonus for majors, therefore, all factions will receive the same treatment in all campaigns. No more Cao Cao and Sun Ce dominating end game. This mod allows complete random final powers.
This mod only edits the following table:
campaign_faction_potential_handicap_effects_tables
so any other mod that edits this table will be incompatible.
