New WMDs types (TNW&EMP)

This mod adds a new WMDs to the game.

Unlock Tech: guidance systems

TNW, unlocked with the Nuclear Device at the Operation Sunbeam.

A tactical nuke that only damages the target tile, not nearby units. Radiation lasts for 1 turn. Range 10, requires 5 Uranium.Maintenance cost 5 Gold.

EMP, unlocked with the Nuclear Device at the Operation Fishbowl.

A tactical EMP nuclear bomb with a blast radius of 3. It does not damage population and general units (people), but it does damage buildings and certain units (vehicles). It has a range of 15 and requires 3 uranium. The maintenance cost is 3 gold coins.

It will be effective for the following units:
