fix all zones to 100 fertilty, water, stone, copper, iron

try importing save or placing mod in the end of load order. Also this mod to be specific rumps up fertility and water to 100. If certain zone does not have water or fertility at all it will still not have fertility and water. From what i remember few zones are without water and without fertility.
