No worries, after learning the basics of rimworld modding, I just fell into the habbit of digging through other peoples mods :P
"LightsOut" applies its patches to everything called a "light" or "lamp" except, if it has "sun" anywhere in its thingdef name. It successfully avoids the "og2x4sunlamp" because of the "sun" in its name, but the "sublight" gets patched. Since the sublight isn't selectable you can't find the "ignore" gizmo. Just unfortunate mod interaction.

I checked out the problem with the "LightsOut" mod incompatability. I think, simply renaming the "SubLight" Thingdef to "SubSunLight" should do the trick.

Doing some math, and would it be possible to make the 2x4s use 250W instead? 1 Sunlamp can light 100 tiles for 2900W, meanwhile the 2x4 need 3000W to light up 80 tiles. With a draw of 250W you can light 100 tiles with 3125W, which is still more than the normal sun lamp but a more amicable downside for the easier arranging.

Man, sadly so mamy mods that look cool have no description. Just a shame that all the creators put so much work and love in and then don't spent another 2 minutes for the steam workshop. I know you like your mod, but do you really expect people to download and install it, then open the game, start a save, and only then being able to check for balance..?
