Report a translation problem
The first step is learning 3D modelling. Blender is free software and you might find usefull, on youtube, blender guru's tutorials. You will need also to know how to use image softwares (for textures); GIMP is free. Once you know how to do that:
Step 1: finding decent blueprints of the vehicle you want to do. They are the key on producing vehicle models.
Step 2: as said above, modelling it and texturing it.
Step 3: importing in game. It is actually very easy with the Model Editor (that you already have in the game)
Step 4: setting up the .mdl files with their data and adding assets versions + soundsets
Step 5: a lot of people will tell you "I would have done this like so" "this model is missing this thing" "this model is not correct because blabla" . Just don't care about them, they're only expert on holding they knob in their hand
And you're done
