This mod adds a new Marhsal councillor task to "Exterminate Populace", once completed it converts the counties culture to your own and adds a county modifier which causes a temporary loss of development growth which is the result of being so forceful with this culture conversion

@Ragnarian - Thanks for the clarification

I opened the game with only this mod enabled, and the "Create Custom Character" feature works as normal for me.
I'd suggest verifying files / re-installing, but that issue isn't derived from this mod
