Fix Fullscreen Borderless and HDR

How to make Balatro run fine with Fullscreen Borderless and HDR with NVIDIA card.

How-to

If you have an NVIDIA, you can fix it by going to NVIDIA CONTROL PANEL and enabling in
-MANAGE 3D SETTINGS
-PROGRAM
-VULKAN/OPENGL present method
-Prefer Layered on DXGI Swapchain.

that is weird, as window mode doesnt flikr because it is always vsync

Unfortunately didn't work here - in fact, it made the flickering issue worse, as windowed mode now flickers as well
