Obligation Infamy Reduction

Obligation Infamy Reduction allows you to exchange the Obligations owed to you in exchange for a dedicated propaganda campaign that will lower your Infamy by 10.

An event does something quite similar, but it is random and unreliable. This will allow you to exchange your Infamy at any time!*
*Disclaimer: Restrictions may apply.

1. You cannot scam random revolutions by asking for an Obligation, removing your Infamy, and then abandoning them. They have to win first.
   
2. Higher infamy makes it progressively harder to convince the other country to support you. Pariah has a very high, but not insurmountable, penalty.
   
3. Countries with a Defend the Borders will be reluctant to be drawn into your warmongering, Countries with Maintain the Balance of Power will be very reluctant to support you breaking the Balance of Power.
   
4. Alliances, Defensive Pacts, and Subjects will heavily sway them. Probably because they're far from "next" on your conquests.
