Criminal Worlds

Across Science Fiction there are numerous examples of worlds that fall to criminal organizations: Tatooine for example. Here scum and villany are abundant and authorities struggle to keep the law in check. While Stellaris has a host of criminal events that try to build this atmosphere, I've always felt some missing immersion. This helps to cover some of those gaps, increasing a whole host of events that can occur, from crime organizations building fleets to corrupting your enforcers.

This mod does make crime more punishing as there are more events that can cause problems and they are more likely, however it also adds a number of positive benefits/events that can make having a crime world or two not the worst thing and maybe worth considering. Afterall, a number of existing governments use the criminal organizations within them to their advantage. (Maybe the local mercenaries might come in handy in this next war)

The mod is currently only available in English and German (thanks NeXon!).

Compatibility

No DLC requirements.

Zero base game files harmed (Should be compatible with all other mods)

NOT achievement compatible (Only UI mods that don't change features can be)

Features

This mod introduces 30 new events (with varied changes based on government). These events are mostly new criminal events, however this mod does include a few new crime-related anomalies and special projects.

These all provide an array of new planet modifiers, new jobs, new armies, and a new relic!

Includes a bunch of new stories, new icons for new jobs/leader traits, and new artwork for the relic.

Very few of these events are available for gestalt empires, as the flavor is much harder to create and adapt. The AI will also be affected by these events.

@Silver Knight Definitely will update this, but might take a moment as 4.0 really messed with jobs which is half of this mod. Also have plans to expand this which need to be finished.

I'm not sure this mod is working correctly for me even though it's loading into Stellaris's mod listings. Is there an easy way to tell that it is?

@Akhmat's Sila There is currently a bug that can cause extra criminal fleets to spawn and all in the same system. I have a fix that I'm working on.

This mod made a 48K fleet of criminals with around 710 corvettes. This is hilariously unrealistic and should be addressed despite the 'muh crime interesting' take.

@perl There is currently a bug where syndicate ships can spawn as part of another syndicate fleet instead of the one above the affected planet. I plan to fix it soon.

@KillerMan96 That is the current system Stellaris operates with. I'll likely change that in future updates as it does feel very unsatisfying.
