Looser Colossus Firing Conditions

Description
Warning: Bugs could be occured if you haven't checked if the planet can be fired according to the lore, this mod only gives options to you.
The condition to decide whether a colossus can fire is looser now, e.g. additional planets in mods would be supported now.

Compatibility:
Overwrites all can_destroy_planet_with_PLANET_KILLER_XXX in scripted_triggers
Events are not overwritten, so there might be bugs such as invalid firing on some planets.
