Improved Low Taxes

[ko-fi.com]Makes Low Taxes actually worthwhile. In the vanilla game they're almost entirely useless and pointless to ever take when you can run Very High Taxes and juice your construction instead.

By default, certain pops spend a % of their profits on investment. For Farmers and Shopkeepers it's 5%, for Aristocrats it's 10%, and for Capitalists it's 20%. As you can see from the screenshots, Low Taxes increases that by 50% and Very Low Taxes increases it by 100%, allowing you to much more readily run a true private sector economy.

From testing, this is potentially very competitive with the meta Very High Taxes max construction strategy.
