Subjugate Whenever

Description
Allows subjugation casus belli againts anyone. Removes the restriction on one subjugation attempt per lifetime. AI rulers can also use the casus belli. The war costs 500 prestige.


Basically just modified the tribal subjugation casus belli to remove almost all restrictions. It can make the game more chaotic.

@ryoyo well in 00_subjugation.txt you got the lines:
cost = {
prestige =
}
which means it's probably a typo (or else it would be = 0)

The war costs nothing. It is completely free for me, even when it is the only mod active.
Was that description only intended for the AI or did something go wrong?
