List of commands
We will divide the commands into three parts:

NECESSARY:
-high -window -noborder -freq (Hertz of your monitor) -mat_queue_mode 2

IMPORTANT:
-nojoy -noff -nohltv -nosteamcontroller -nod3d9ex1 -novid -console

ADDITIONAL:
-no_texture_stream -forcenovsync -precachefontchars -precachefontintlchars -cl_forcepreload 1

What are they doing?
REQUIRED:

-high - Makes TF2 a higher priority on the computer, using more memory, improving FPS

-window and -noborder - Open TF2 in window mode, but remove frames, which increases FPS

-freq (Hertz of your monitor) - Sometimes TF2 can forget how many hertz your monitor is, so you need to replace the phrase (Hertz of your monitor) with the hertz of your monitor.

mat_queue_mode 2 - Will force the engine to use multiple cores.

IMPORTANT:
-novid - Disables Valve logo, faster launch

-nojoy - Disables joystick, faster startup and less memory usage

-nohltv - Disables SourceTV hosting, reduces resource consumption

-noff - Disables feedback for controllers

-nosteamcontroller - Disables the steam controller, faster startup, less memory usage and fewer input conflicts

-nod3d9ex1 - Allows you to quickly minimize and open the game, improve resource management

-console - Enables the console

ADDITIONAL:

-no_texture_stream - Disables streaming textures. Useful if you are using a powerful system that does not lack video memory.

-forcenovsync - Disables VSyns, vertical sync (If you need it)

-precachefontchars and -precachefontintlchars - Cache English and some other characters in advance so as not to have to do this during the game

-cl_forcepreload 1 - Loads the necessary data from the map in advance, so as not to have to do this during the match

Additionally
I want to inform you about an important bind:

bind button "r_cleardecals; clear"

It cleans off bullet holes, black stains from explosions, blood and the console.

To sum up
I collected information from different sites, slightly paraphrased for greater understanding.

Kolaris nah, It's not true. I just checked this and wrote the command -mat_queue_mode 2 in Launch Options. It's working

options like mat_queue_mode need to be added like "+mat_queue_mode x" to the launch options, same for cl_forcepreload

Excellent guide, this helps remind me of the commands when I change to a new, more powerful, device. This paired with custom config helps frame rates significantly.
