Hello, I will try to give you information about how to increase FPS in CS2.

Introduction

How to Set Launch Options

Thankfully, it is very easy to set launch options via Steam.
Open up Steam, go to Library, right click Counter-Strike 2, and click "Properties":


Then, click "Set Launch Options..." to open up the launch options window:



Put this command on launch options;

Command

-novid -console -high -d3d9ex -threads "Your CPU threads" -refresh "Monitor's refresh rate" +fps max 0

Launch options explanation:

-novid	disables the intro that may take away your time when extra-relaunching CS2
-console	enables the developer's console
-d3d9ex	reduces CPU memory usage
-high	allocates more resources to CS2 (CPU, RAM, etc) might be useful for laptop users.
-threads and -refresh	match your setting, disabling potential out-of-sync issues.
+fps max 0	disables FPS restrictions. In CS:GO, on low-end PCs, it was sometimes useful to set it to match your actual FPS to prevent high spikes from affecting your overall game feel. Try setting the number you think is best for you, or leave it as it is.

Simply type the launch options you wish to set into the text box and press "OK" to set them. Restart CS2 for them to take effect. If you're experiencing problems:

• Make sure the launch options you've entered are separated by spaces

• Make sure the launch options don't contain quotes around them (") or any other odd characters, the only characters that should be in launch options are letters, numbers, and these: +, -, and _

• If you've used launch options from our guide, make sure you've replaced anything surrounded by square brackets (e.g. [height]) with a value

• Most (if not all) launch options start with a - or a +, if a launch option in your launch options doesn't have a + or - before it, that's likely the one causing problems.

Properties for CS2

Next, click on the CS2 shortcut with the right mouse button and open properties;
the “Compatibility” item is important to us.

Where there is an item "Disable full screen optimization" we need to CHECK the box!

P.S. There are really problems with optimization in CS2 now, so we are disabling the function so as not to overload the game with additional tasks.
There is an image of cs go.exe on the screen, cs2.exe will also be the same. Nothing changes :)

Panorama

Go to \..\Steam\steamapps\common\Counter-Strike Global Offensive\game\csgo\panorama

Change "videos" folder to "videos1"

Video Settings

• Settings > Video > Video

Aspect Ratio:	4:3
Resolution for 1080p screen:	1440x1080
Display mode:	Fullcreen

• Settings > Video > Advanced Video

Boost player contrast:	Enabled
Vertical Sync:	Disabled
Anti-Aliasing mode:	4x MSAA
Global Shadow Quality:	High
Model / Texture Detail:	Low
Texture Filtering Mode:	Bilinear
Shader Detail:	Low
Particle Detail:	Low
Ambient Occlusion:	Disabled
High Dynamic Range:	Performance
FidelityFX Super Resolution:	Disabled
NVIDIA Reflex Low Latency:	Enabled + Boost

Nvidia Control Panel

If you have an NVIDIA Graphics Card, you can head over NVIDIA Control Panel.
(right click on desktop - NVIDIA Control Panel)

3D Settings - Adjust image settings with preview

• Select "Use the advanced 3D image settings"

Then, head over to "Manage 3D Settings" and copy the settings from the images below.
