Telling someone they need to be X level is setting them up for failure in this game imo when builds and strategy is infinitely more important. Again, you can clear areas of the map far, far above the recommended levels you list with just a nugget of experience. It's why I list one of the many methods. Building around multi projectile aoe spells is very effective and renders the level argument moot. It's not the only way, I just don't care to make an essay on it here.
Arx at the very least needs to be changed to just level 20 everywhere since that's the soft limit anyways.
For example, "shotgun" spells. Pyroclastic Eruption (Dust Blast for lvl 9~15), Mass Corpse Explosion (if you can't find corpses, your party members will do lmao), Thunderstorm and Blood Storm. One shot is fired for each target. All of them with an area of effect, and so if you teleport your enemies so that they clump up, it'll hit every one with multiple times the damage it would against lone targets. As an example of how OP that is, I one shot the lvl 15 Voidwoken Harbinger East of Driftwood at lvl 10, and the 2500 health Kraken at lvl 18, with 5 corpses each.
How are you underleveled?
At that point having a good build matters more than a few levels, so if it feels like the fights are hard at lvl 20, it's not because you're underleveled, it's because your build is inefficient.
