Orbital Rings Rebalanced (Legacy)

Orbital rings cost more than a habitat. They should be equally as useful.

Features
  • Orbital Infrastructure: On construction a ring will provide +2 districts +1 building slot, scaling with orbital ring tier.
  • Orbital Housing: By default orbital rings provide -10% housing useage per orbital ring tier, with additional benefits depending on whether or not they're being used by a gestalt empire.
  • Orbital Logistics: Reductions to building and district upkeep, as well as a scaling increase to planetary build speed based on the number of pops.
  • Skyhook Exploitation: A decision has been added to further expand the planet, at half the cost of an arcology project.
  • Orbital Edicts: Provide further benefits to each aspect of the ring at the cost of ambitions.
  • Some starbase buildings: Currently just solar panels and fleet academies, but if there are other's missing please let me know.

Ruined Orbital Rings
Please note ruined orbital rings now provide significant penalties, and should be addressed as soon as possible.

No vanilla files were harmed. This mod should be compatible with everything.

I'm not satisfied with how the edicts have turned out. I wanted something that acted like an effective +1 planetary ascension level per orbital ring tier, but planetary ascension levels seem impossible to game the way leader levels can be. Everyone let me know their thoughts on the update please.

looking at the files I don't think an update is needed other than to make the angry exclamation mark go away, seeing as they didn't change event structure and this doesn't mess with vanilla files.
