How to get the Games for Windows Live Version from Steam if you owned it before
1. run this in the Steam Console (ignore the quotation marks) "download_depot 22370 22371 6752416544246981300"

With Steam running, press Win+R and enter this URL: steam://nav/console

2. The download failed and gave me the response "CAPIJobRequestUserStats - Server response failed 2". I ran the same command as before, again, and it downloaded properly that time. It will tell you the folder it downloaded to.

3. Navigate to the folder it tells you the Depot downloaded to and then copy it somewhere else. The path should be something like "C:\Program Files (x86)\Steam\steamapps\content\app_22370\depot_22371"

4. Install Fallout 3: Game of the Year Edition on Steam if you haven't already.

5. Once it is installed, or if it already was, open the Steam Installation Folder. You can do this by right clicking on the game in your Steam Library, going to "Manage" in the Drop down Menu, then clicking "Browse local files". It should be something like "C:\Program Files (x86)\Steam\steamapps\common\Fallout 3 goty"

6. Delete everything inside the Steam Installation Folder you have just navigated to.

7. Copy everything from the Depot Download Folder you have just backed up, or the original directory Steam downloaded to in Step 3. Keep these Depot Files for now, do not delete them yet if you plan to.

8. Paste the Depot Folder contents in to the "official" Steam Installation Folder from Step 5.

9. Run the Game FROM THE STEAM INSTALLATION FOLDER, WHILE STEAM IS RUNNING, NOT IN STEAM. Run "FalloutLauncher.exe" inside of the Folder.

10. This should result in Steam attempting to run the game but requiring "FalloutLauncherSteam.exe" and the "current" "Fallout3.exe". Let Steam download these files.

11. Go to your Depot Download, either "C:\Program Files (x86)\Steam\steamapps\content\app_22370\depot_22371" or wherever you made a backup of them.

12. Copy "Fallout3.exe" and paste it in to the Steam Installation Folder. You now have the old Depot's, Games for Windows Live enabled "Fallout3.exe" inside the Steam Installation Folder with all the other necessary components for you to be able to launch the game.

13. Once again, do not run the game FROM STEAM. Run the game from "FalloutLauncher.exe" inside of the Folder, not "FalloutLauncherSteam.exe". You can create a Shortcut to "FalloutLauncher.exe" and run it from anywhere you'd like, such as your Desktop. I do believe it will either force Steam open, or require Steam to be running when doing this, though.

14. "Fallout3.exe" should open properly after you hit play in the Launcher. It should be the version with Games for Windows Live.

15. You should now be able to play the game from "C:\Program Files (x86)\Steam\steamapps\common\Fallout 3 goty\FalloutLauncher.exe" or wherever your Steam Installation Folder is. You can earn the Achievements offline. I believe if you have another game on your Computer that has Games for Windows Live online functionality, you can log in to it after earning offline Achievements and they will register. I'm not sure about that, though.

15. If you do want to earn the Achievements online, you can try Activating the Game. I have successfully contacted Steam Support 2 times now for old Games for Windows Live CD Keys that have been patched out. I was able to do this for Dark Souls: Prepare to Die Edition, and Grand Theft Auto IV. If you do not have your original Steam, Fallout 3: Game of the Year Edition CD Key... I recommend attempting to contact Steam Support and politely, but sternly, stating that you paid for the CD Key, and you need it.
