That is a really cool idea but I think we need to wait for a foreign investment mechanic before that can be implemented, because building in other countries isn't possible atm. But I guess you could tie it to the amount of strategic interests you have, and tie a bonus to that from the embassy building? Like 1% infamy reduction per active strategic interest? Makes sense from a gameworld perspective as well, essentially you're sending diplomats across the globe.
