Economy Friendly Insufficient Tax Capacity & ADM Overburden

If you don't want your economy throwing WEALTH into VOID because of Insufficient Tax Capacity and Administrative Overburden, but sending those wealth to POPs instead, you should try this mod. It reduces the amount of those disappeared wealth.

This mod only adjusted the modifier type in [Insufficient Tax Capacity] and [Administrative Overburden]. It would ease the problem that throwing wealth from POPs to Void.

Here is what could happened in Victoria 3 1.5 vanilla games:

The 50% insufficient tax capacity makes our government collected 100% proportional tax and 100% per capita tax from POPs and 50% to us. The 50% ADM Overburden further reduces the amount by 50%. In first glance we might think it is ok we just distribute more wealth to POPs. Our POPs pay 100% of their proportional and per capita tax and 75% of them are lost from our economy. 50% of consumption tax are lost.

With this mod:
No country's economy won't suffer from huge wealth loss at the beginning of game.

Consumption tax: Only affected by Administrative Overburden. No more loss of wealth.
Proportional tax: Insufficient Tax Capacity cause no loss. Administrative Overburden work as vanilla setting.
Per-capita tax: work as vanilla.

Exception: The taxation in subsistence building are not affect by Insufficient Tax Capacity.
